Modernizing Infrastructure Supporting Food Safety Oversight

Organizations responsible for protecting the nation’s food supply depend on reliable technology systems to support inspections, public health monitoring, and regulatory oversight. These systems help ensure that meat, poultry, and egg products meet safety standards before reaching consumers and international markets.

The inspection workforce relied on a mission platform used to manage food safety data and operational workflows across the inspection enterprise. The system was supported by legacy infrastructure built on co-located servers and on-premises storage solutions that had become increasingly difficult to maintain.

This environment limited scalability and required significant manual effort to manage. Reliability challenges and inefficiencies in data access also made it harder to support the growing demands placed on the system. The organization sought to modernize its infrastructure to reduce costs, improve performance and reliability, and maintain continuity for inspectors and personnel who rely on these systems every day.

 

Solution

Migrating Food Safety Systems to the Cloud

Revolutional implemented a cloud migration strategy designed to modernize the infrastructure supporting the inspection platform while maintaining uninterrupted service for mission users. The migration focused on a Platform-as-a-Service architecture using Microsoft Azure to improve scalability, reliability, and operational efficiency.

Production environments were transitioned from legacy colocation servers to Azure PaaS services, followed by a full migration of the platform to the Azure cloud environment. This shift provided dynamic scalability and strengthened system resilience while reducing the operational burden associated with maintaining on-premises infrastructure.

As part of the modernization effort, the system’s storage architecture was redesigned to take advantage of cloud-native storage services. Migrating data to Azure Blob Storage improved data access speed and storage efficiency while enabling stronger integration with modern cloud services.

The migration was implemented in a way that minimized disruption for end users, allowing inspectors and program personnel to continue using the system while benefiting from improved performance and reliability.

 

Impact

Improving Reliability and Performance for Food Safety Systems

The cloud migration established a more resilient and scalable infrastructure environment for the systems that support federal food safety oversight. By moving four major applications to cloud infrastructure and fully transitioning all core food safety inspection system components, applications, databases, and supporting infrastructure to the cloud, Revolutional helped create a stronger technology foundation for mission operations.

The new environment improved data access performance by 60 percent and now supports more than 12,000 inspectors, veterinarians, scientists, and import/export personnel across more than 9,400 establishments worldwide. With approximately 3.74 terabytes of food safety data managed in the cloud, the modernized platform enables users to access and manage critical information more efficiently.

The migration also delivered long-term operational stability, maintaining 99.63 percent uptime over five years, exceeding the 98 percent target, with zero production rollbacks. Together, these improvements strengthened reliability, reduced infrastructure management burdens, and positioned the organization to scale and modernize with greater confidence in support of its food safety mission.
